Evil child killer Dante Arthurs will spend at least three more years behind bars after a decision was made to refuse his parole.
Next week marks 13 years since Arthurs strangled and sexually assaulted eight year old Sofia Rodriguez-Urrutia Shu in a Perth shopping centre toilet, in one of the most evil murders WA has ever seen.
