Thornlie High School upgrades

Snapped this while waiting at Thornlie High School to vote on Saturday, a couple of busy painters hard at it on a Saturday (penalties?) I wonder if this is general maintenance or part of the upgrades that have been promised for a long time, makes you wonder what happens with the money that is funded.
